Registers a new outbound webhook endpoint for the calling organization. The signing secret is returned once, in this response only.

Bad Request — the input failed validation.
Unauthorized — the API key is missing or invalid.
Forbidden — the key may not act on this resource.
Not Found — no such resource for this organization.
Conflict — the request conflicts with current state.
Precondition Failed — the resource is in the wrong state.
Payload Too Large — the body exceeded 10 MB.
Too Many Requests — rate limit exceeded. See the X-RateLimit-* response headers.
Internal Server Error — safe to retry.
